That's a tough one for me too! Here's what I do.
I look for people who post art that I like, or at least art I can find nice/constructive things to talk about. I leave as many comments as possible. I demonstrate that I'm friendly and willing to form relationships with other artists. Eventually that means I find someone like me who is also interested in comments and community.
You can also join groups. Submitting your art to the appropriate group, and visiting the other artists who do so, can help you form friendships! groups.deviantart.com/
The easiest way to get a lot of views and comments and favourites is to make fanart of something popular. I don't really do that anymore but if there is something in your heart that you love, draw it and share it!

thanks u seem really nice and helpful i would love to share my drawings actually im still new to digital art i always used to draw all my life traditional but now for like a week i used bamboo pan tablet and just today i ordered lcd screen drawing thing im excited to use it but i have to wait till thursday it will come to my house from amazon hopefully fully functional and not damaged the price was about 1 gran
